What is Data Sovereignty?

Data sovereignty is the principle that digital data is subject to the laws and regulations of the country where it is located. This means data stored in a particular country must comply with that country's data protection laws, even if the data is owned or controlled by an entity in another country. Data sovereignty has become increasingly important as organizations adopt cloud services with data centers distributed globally, and as countries enact stricter data protection regulations.

Data sovereignty concerns arise from different regulatory regimes across countries: the EU's GDPR restricts data transfers outside the EU, China's Cybersecurity Law requires certain data to remain in China, Russia's data localization law mandates Russian citizen data be stored on Russian servers, and many countries are implementing similar requirements. Organizations must understand where data is stored, what laws apply, whether cross-border transfers are allowed, and what protections are required. Some regulations require data localization (keeping data within national borders) while others allow transfers with appropriate safeguards.

For test data management, data sovereignty affects where test databases can be located and whether production data can be copied to test environments in different regions. Organizations may need test data infrastructure in each geographic region to comply with localization requirements.
