Format-Preserving Encryption (FPE)

What is Format-Preserving Encryption (FPE)?

Format-Preserving Encryption (FPE) is a specialized encryption technique that produces ciphertext in the same format as the plaintext. For example, encrypting a 16-digit credit card number produces another valid 16-digit number; encrypting a Social Security Number produces a number matching SSN format (XXX-XX-XXXX). FPE is standardized as NIST FF1 and FF3-1 algorithms and is particularly valuable when encrypted data must fit into existing database schemas and applications without modification.

FPE enables encryption-in-place for legacy systems: databases, applications, and reports continue functioning normally because encrypted values maintain the same format, length, and character set as the original data. FPE is reversible (unlike masking) with the encryption key, making it suitable for scenarios requiring decryption. FPE is commonly used for protecting payment card data, Social Security Numbers, and other sensitive identifiers while maintaining application compatibility.

For test data, FPE offers an alternative to traditional masking: instead of generating new fake data, FPE transforms real data into encrypted equivalents that maintain format and can be used for testing. However, FPE-encrypted production data is still subject to some regulatory requirements since it can be decrypted. For maximum privacy and simplicity, synthetic data generation often preferable to FPE for non-production environments-truly fake data with no decryption keys to manage.
