What is Infrastructure as Code (IaC)?

Infrastructure as Code (IaC) is the practice of managing infrastructure (servers, networks, databases, load balancers) using code and software development techniques. Instead of manually configuring infrastructure through web consoles or command-line tools, IaC uses declarative or imperative code files that define the desired infrastructure state. These files can be version controlled, reviewed, tested, and automatically deployed, bringing software engineering best practices to infrastructure management.

IaC tools fall into two categories: declarative (defining the desired end state, letting the tool determine how to achieve it) like Terraform, CloudFormation, and Pulumi, and imperative (defining the specific steps to reach desired state) like Ansible, Chef, and Puppet. Benefits include consistency (identical environments every time), repeatability (infrastructure can be destroyed and recreated reliably), version control (track changes and roll back if needed), and automation (integrate infrastructure changes into CI/CD pipelines).

IaC extends to test data infrastructure-database schemas, test environments, and data generation configurations can be defined as code. This enables developers to provision complete test environments with appropriate data through code, treating "test data as code." When test data configurations are version controlled alongside application code, developers can provision consistent test environments for every feature branch, automatically provision data for CI/CD pipelines, and reproduce test conditions reliably. This approach treats test data infrastructure with the same rigor as application infrastructure.
